Foreign nationals who want to enter the Fiscal Year (FY) 2012 Diversity Immigrant Visa Program lottery (DV lottery) can begin to submit their applications on Tuesday, October 5, 2010 at 12:00pm EDT (GMT -4). The application period will remain open until 12:00pm EDT (GMT -4) on Wednesday, November 3, 2010. Applications must be submitted to the U.S. State Department (DOS) online through their website - http://www.dvlottery.state.gov.

Each fiscal year, the Department of State (DOS) makes 50,000 immigrant visas available through the DV lottery. But not every foreign national who receives the winner notification can qualify for a green card, due to procedural issues and educational and/or job requirements. Winners need to take the additional steps to obtain their green cards. Foreign nationals selected in the lottery are eligible to submit an application for permanent residence during the following fiscal year.

The DV Lottery is open to nationals of those countries that have historically low rates of immigration to the United States. For the FY2012 lottery, nationals of the following countries are ineligible: Brazil, Canada, China (mainland-born), Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, India, Jamaica, Mexico, Pakistan, Peru, Philippines, Poland, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, and Vietnam. Individuals born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.
