USCIS declared the new fee schedule in May 2007 following a comprehensive review
of nearly 4,000 public comments. The final fee schedule includes a reduction in
fees for some families applying for adjustment of status, expands fee waiver and
exemption eligibility, allows a one-time free extension of orphan petitions for
prospective adoptive parents, and replaces old fees on various petitions and applications
with new fees that ensure appropriate funding to meet national security requirements
and customer service needs, and modernize an outdated business infrastructure.

site at www.uscis.gov/21stCenturyService.
There, you’ll learn how USCIS will “Build an Immigration Service for
the 21st Century” based upon this new fee structure.

on July 17, 2007, the only applicants temporarily exempt from the new fee schedule
are those who are eligible to apply for employment-based adjustment of status
(Form I-485) under the Department of State’s July Visa Bulletin No. 107.
