I already received a notice from NVC that my Visa Number is Currently available. Does it mean that the status of my case is Current?
my husband (lawful permanent resident) filed the petition I-130 last april 18, 2001, am i still qualified to apply for a V visa?

That is rather strange. Looking at current processing dates, I assume that your husband filed the I-130 at the Nebraska Service Center. Per uscis.com that would be the only Service Center advanced enough in their I-130 for LPR spouses processing to have gotten around to April 2001 petitions. All others are somewhere between 10/98 and 01/99.
Be that as it may, I am surprised that your visa number is available as per the February 2004 visa bulletin, the current priority date for F2A category would be 01 MARCH 1999 which is some two years away from your priority date. Try and clarify that information with NVC.
As far as the V-visa is concerned, the I-130 would have to be filed on or before 12/21/2000 in order for you to qualify (http://travel.state.gov/vvisas/text_only_4.html) and if your visa number is already available, you would also not qualify for the V visa (http://travel.state.gov/vvisas/text_only_3.html).
That's the way I read it.

My husband filed the petition at Texas Service Center and He also recieved a letter from NVC to pay for the processing fee of $65 and i already called the NVC, as per the automated machine said that the letter was regenerated last Dec. 22, 2003 and will be sent in the next few weeks...
My husband already sent the cashier's cheque back to NVC.
Does it still takes year to wait again?
