Default Urgent ! Has anyone file the form I-192 for "advance permission for entry to US"???

Dear Sirs/Madams,

Good morning!! I get a problem here but I don't know how to solve. I was a foreign student in US for 10 years. I finish my professional doctor degree and suppose to finish the US licensing exam and then back home. However, I can get one part of the US internship and CANNOT get another part of US internship to fulfil the licensing requirment. I cannot take the licensing exam in all other states except New York. Then I took the NY exam. Although there is no intern requirement for doctor degree student to take licensing exam in NY but the intern hours are highly recommended for easily pass the exam because students can learn practical experience. Then I passed the exam in the biggest part which is common to all 50 states but fails in the NY part in law session. Since I do not have Green card in US and once I found the internship very late which I want, my legal stay period was nearly expired and then I packed things back home. Then I re-apply B1/B2 visa in my home to take the NY exam and want to finish the licensing exam and suppose to bring this US license back home to take another hometown licensing exam. However, I took several times and I still can't pass it. Now my question is: last time when I entered US airport, the official in DHS told me that I may not enter US next time because I have come here several times. So recently I wrote a letter to US embassy in my hometown to ask what should I do. The embassy e mails me that I should check the website: http://www.cbp.gov. After I check everything, I think I need to file the
I-192 form but the form is processed at least 3 months to one year and my exam is coming June,09. From now, it is about 2 months. Under this situation, I wonder if I don't file the I-192 and directly proceeds to arrive US airport and in case the DHS official denied my admission, will I end up to the prison???

Is anyone can suggest me what should I do now????? I have proof that I will take the exam in coming May-June,09 in US. Do I need to e mail someone within the DHS for help????? I am very upset and confused and feeling despair. Does anyone can give me some ideas?????????
