I-730 Special Instructions

To improve customer service and program integrity, USCIS is implementing a phased-in process in which we will no longer approve Form I-730 before we interview and collect biometrics from a beneficiary. Currently, we conduct an interview and collect biometrics after we approve the petition for a beneficiary residing abroad. We will begin this process change for a limited group of cases, with the aim of eventually establishing this process for all Form I-730 cases.

During phase one, USCIS Service Centers will transfer Form I-730 for beneficiaries residing in China to a USCIS international field office in China for completion of the interview and final case adjudication if:

  • The Form I-730 has not been adjudicated at a Service Center on or before March 31, 2014, and
  • The Service Center has not identified any initial issues requiring denial of the Form I-730 before the case is transferred abroad for the beneficiary’s interview.

If we transfer a case to an international field office in China for adjudication, we will notify the petitioner and any representative of record through a transfer notice identifying the USCIS international field office responsible for adjudicating the Form I-730. It is important to notify the appropriate international field office if the contact information for the petitioner, representative, or beneficiary changes. The contact information for the international field offices is listed on the International Immigration Offices Web page.

Contact information in Chinese for the Guangzhou Field Office can be found on theConsulate General of the United States, Guangzhou’s website.

Contact information in Chinese for the Beijing Field Office can be found on the Embassy of the United States, Beijing’s website.

Once the international field office receives the petition, we will notify the petitioner, the beneficiary, and any representative of record and provide further processing instructions. Due to customs delays, it may take up to two months for transferred cases to reach a USCIS international field office in China.
